Basement Finishing Guide for Utah Homes

Everything you need to know about finishing a basement in Utah — code, permits, egress, moisture, timeline, and what a real 2026 basement-finish project costs.

Finishing a basement in Utah is the single highest ROI remodel most homeowners can do. Adding 1,200 finished square feet to a 2,400 sqft home essentially creates a second living level. Here’s what it actually takes in 2026.

Permit requirements

Yes, you need a permit. No exceptions. Most Utah County cities require permits for: electrical, plumbing, framing, insulation, and egress windows. Permit turnaround is typically 2–4 weeks from submission.

Egress — the #1 thing homeowners get wrong

Every bedroom in a finished basement needs an egress window: at least 5.7 sqft of openable area, sill height no more than 44" above the floor, and a window well big enough to stand in. Retrofitting egress windows in a foundation wall runs $3,500–$6,000 each. Budget for it.

Typical Utah basement-finish pricing (2026)

Builder-grade finish (1,200 sqft): $60K–$85K. Basic carpet, painted drywall, laminate in bath, standard fixtures.

Mid-range finish (1,200 sqft): $90K–$140K. LVP flooring, tile in bath, painted trim, upgraded lighting, custom bunks or built-ins.

Full luxury finish (1,200 sqft): $160K+. Theater room with acoustic treatment, wet bar / kitchenette, custom millwork, hardwood floors, designer tile.

Moisture — what to check before you finish

Foundation cracks, efflorescence (that white chalky stuff on the walls), stains at the floor/wall joint — these all need to be fixed before we frame. Once we frame and drywall, you lose access to the foundation for repair. We do a moisture inspection before any basement-finish contract and flag anything we see.

Timeline

8–14 weeks depending on scope. Bunk rooms and custom millwork add 1–2 weeks. Egress window retrofits add 1 week per window.
