Construction permit timelines in Utah County have been compressed in 2026 relative to the 2022–2024 boom years. Here’s what we’re actually seeing city-by-city as of Q2 2026.
Typical turnaround (full residential plan review)
- American Fork: 3–5 weeks
- Alpine: 4–6 weeks (HOA overlay adds 2–3 weeks on top)
- Highland: 3–5 weeks
- Cedar Hills: 4–6 weeks
- Lehi: 2–4 weeks (fastest in the county)
- Pleasant Grove: 3–5 weeks
- Orem: 3–5 weeks
- Provo: 4–7 weeks
- Saratoga Springs: 3–5 weeks
- Eagle Mountain: 4–7 weeks
What gets your permit rejected the first time
Most permit rejections we see come down to one of five things:
- Missing energy-code compliance documentation (R405 or similar).
- Structural calcs that don’t match the drawings.
- Site plan missing required setback dimensions.
- Stormwater plan missing for lots over a certain disturbed-area threshold.
- HOA approval letter missing (for cities where HOA is a prerequisite).
Permit fees (typical)
Residential permit fees in Utah County are usually 1–2% of construction value. A $500K custom home typically runs $6K–$10K in combined permit, plan review, and impact fees. Budget for it at contract signing.
Can you fast-track it?
Sometimes. Some cities offer expedited review for an additional fee. Lehi has a self-certification program for licensed architects. American Fork has a pre-submittal meeting you can request to catch issues before you submit officially — we use it whenever the design is complex.
